Gotham: *abandons a dilapidated carnival/amusement park*

You all know how I feel about this? Why does Gotham not pass a law forbidding abandoned amusement parks, toy and candy factories to stand empty? Like, it’s a legit hazard allowing them to do so in Gotham. Also, why does Gotham have so many in the first place? Did they used to be the toys, novelties and candy capital of the Eastern seaboard?
